અર્થવ્યવસ્થાને ફરીથી વેગવંતી કરવા માટે મોદી સરકારે આજે વધુ એક રાહત પેકેજની જાહેરાત કરી છે. તેની સાથે જ નાણા મંત્રી નિર્મલા સીતારમણ (Finance Minister Nirmala Sitharaman)એ આજે આત્મનિર્ભર ભારત રોજગાર યોજના (Atmanirbhar Bharat Rojgaar Yojana)ને લૉન્ચ કરી દીધી છે. મોદી સરકાર પલાયન કરનારા શ્રમિકો માટે ખાસ પ્રકારના પોર્ટલ લઈને આવી છે. તેનો હેતુ નવા રોજગારને પ્રોત્સાહન આપવાનો છે. તેમાં જે કંપનીઓ લોકોને રોજગાર આપી રહી છે એટલે કે જે પહેલાથી EPFOમાં કવર નથી તેમને ફાયદો મળશે. આ ફાયદો મંથલી 15,000 રૂપિયાથી ઓછા પગારવાળા કે 1 માર્ચ 2020થી 31 સપ્ટેમ્બર 2020ની વચ્ચે નોકરી ગુમાવનાર લોકોને ફાયદો મળશે. આ સ્કીમ 1 ઓક્ટોબર 2020થી લાગુ છે.
આ યોજના હેઠળ દેશમાં ઝડપથી નોકરીઓની તક ઊભી થશે. રાહત પેકેજ હેઠળ આત્મનિર્ભર રોજગાર યોજના હેઠળ દેશના સંગઠિત ક્ષેત્રમાં વધુ રોજગાર ઉત્પન્ન થશે. અસંગઠિત ક્ષેત્રને પણ સંગઠિત કરવા પર કામ થશે. આત્મનિર્ભર ભારત 3.0 (Aatmanirbhar Bharat 3.0) હેઠળ 12 ઉપાયોની જાહેરાત કરવામાં આવી છે. રજિસ્ટર્ડ ઇપીએફઓ પ્રતિષ્ઠાન સાથે જોડાયેલા કર્મચારીને તેનો લાભ મળશે.
સરકાર આગામી બે વર્ષ સુધી સબ્સિડી આપશે. જે સંસ્થામાં 1000 સુધી કર્મચારી છે તેમાં 12 ટકા કર્મચારી અને 12 ટકા સંસ્થાનનો હિસ્સો કેન્દ્ર આપશે. 1000થી વધુ કર્મચારીઓ ધરાવતી સંસ્થાનમાં કેન્દ્ર કર્મચારીના હિસ્સાના 12 ટકા આપશે. 65 ટકા સંસ્થાન તેમાં કવર થઈ જશે.
આ નવા પેકેજ હેઠળ સરકાર પ્રધાનમંત્રી રોજગાર પ્રોત્સાહન યોજનાને વિસ્તાર આપી શકે છે. આ સ્કીમ હેઠળ સરકાર નવા કર્મચારીઓ અને કંપનીઓને PF કોન્ટ્રિબ્યૂશન પર 10 ટકા સબ્સિડી આપી શકે છે. સૂત્રો મુજબ ઇકોનોમિક્સ ટાઇમ્સે લખ્યું છે કે GSTમાં રજિસ્ટર કંપનીઓને સરકાર વેજ સબ્સિડીનો ફાયદો આપી શકે છે.
Atmanirbhar Bharat Rozgar Yojana 2020 – New Employment Scheme
During the COVID recovery process, Atmanirbhar Bharat Rozgar Yojana is being implemented to promote the development of new employment opportunities. For new qualifying workers engaged on or after 1 October 2020, the Central Government will provide a two-year subsidy. Until June 30, 2021, the Aatm Nirbhar Bharat Rojgar Yojna will remain operational.

Beneficiary Criteria for Atmanirbhar Bharat Rozgar Yojana
For qualified new workers entering EPFO-registered establishments and for those who left these establishments during the COVID pandemic, the Atmanirbhar Bharat Rozgar Yojana will apply. For Aatm Nirbhar Bharat Rojgar Yojna, the beneficiary requirements are as follows:-
- New Employees joining employment in EPFO registered establishments on monthly wages less than Rs. 15,000 during the validity period of the Atmanirbhar Bharat Rozgar Yojana.
- EPF members drawing a monthly wage of less than Rs. 15,000 who made exit from employment during COVID pandemic from 1 March 2020 to 30 September 2020 and are employed on or after 1 October 2020.
- The subsidy support to get credited upfront in Aadhaar seeded EPFO Account (UAN) of eligible new employees.
Eligibility Criteria for Establishments in Atmanirbhar Bharat Rozgar Yojana
Establishments registered with EPFO if they recruit new employees as a minimum of 2 new employees if the reference base is 50 employees or less compared to the reference base of employees as of September 2020. A minimum of 5 new hires if there are more than 50 employees on the reference base.
